1971 20 hp with compression release????

I just bought a 1971 Johnson 20 hp. Have a manual coming in the mail. I'll need it. Anyways, towards the back of the motor there's a plastic swivel lever with a spring that rubs against the flywheel when on start. If you put it in gear and throttle it up (without running) this lever and spring snap back away from the flywheel. My question is, is it a compression release? Seems if it is, it's sorta silly cause you need to remove the hood to activate it, I believe. How bout a little info on this? If it's not a release,,,,what is it?

No it is to prevent you from starting it in gear and get thrown back over transom while the boat goes on at its own, or run you down while you are lying in water.
