I got my Evinrude 9.5 hp and the first pull start spring/setup in there was broken, I found another setup that I installed and it pulls out and rewinds BUT not all the way and it seemd if I were to cut and shorten the rope I wouldnt have enough pull to start the motor. I see the screw driver notch up top would this do it? Does anyone know any tricks to get this Spring rewinded proper?

Sounds like you need to put more tension on the recoil spring.

hi.
i would pull out rope from recoil and cut the end of rope to loose from recoil spool.

take screwdriver and put the tip of screvdriver under recoil gear. recoil gear should retract with flywheel all the time.

turn clockwise flywheel and in the same time recoil gear should turn(becouse screwdriver is under)

turnflywhell until recoil gear will make 14-16 turns.

after 14 turn put end of rope in recoil noth and tight the end of rope.

take out screwdriver from under recoil gear, in the same time gear wil go down and spring will wind up
the rope

You need to pull the rope all the way out until you have the rope knot facing you. Then wedge a pliers handle under the plastic pinion to engage its teeth with the flywheel teeth. Cut the knot off the rope and allow the spool to slowly unwind when you remove the pliers. Place a large flathead screwdriver in the top of the starter shaft and turn counter-clockwise 20 1/2 turns. Then align the rope anchor on the spool so you can see it. Reinsert the end of the rope in the anchor and tie an overhand knot. Be sure the rope is routed thru the grommet on the front motor cover, and around the engine side of the spool. Once your knot is tied, remove the pliers and slowly allow the rope to recoil onto the spool.

I had a heck of a time getting the end of the rope thru the anchor hole, but I finally did. I used a small pick to push it thru. Good luck.
