I have a 1971 Evinrude 25 hp tiller outboard that i would like to convert to a console steering wheel. First, is this even possible, and if so what all would i need to do this conversion.

All those older 15,18,20,25,28,30,33,35 hp engines are capable of remote steering, even w/o removing the tiller handle.
2 ways to do it. One is the old fashion way with cables and pulleys or the currant way with a single cable like the Teleflex. Or you could look into what's called stick-steer. Either way is not cheap.

nice thing about that motor, you can leave the tiller in place, just tip it up out of the way.

I'd start by searching around for controls that work with that model, to get an idea of cost and if you want to do it. Used are not too hard to fiund in some places but may be hard in others; I hate to think what new costs.

the controls you hook up take care of that. you have two cables, one hooking to the gear shift lever, and the other clipping on to the throttle control, replacing the twist connection from the tiller. Some hook on externally (my old 1964 18); some may run into the cowl through a removable rubber plug (my 72 merc does this).

Poke around some restoration sites for 13' whalers and I bet you find your motor, rigged up, and sources of parts and info. That boat used a console and motors your size back in the day. The various connectors are simple and easy to find used, but if you try to buy a part new, you'll find they're right proud of them.

Back then I think it was called a two lever control. Had a few on 35 hp Evinrude and 30 hp Lark. I would search E-Bay hoping to find the real Mc Coy unit. Good luck
