1971 jo0hnson sea horse 4h.p starting problem

can anyone please tell me the correct starting procedure for a johnson sea horse 4h.p .i am useing 100/1 fresh fuel.new plugs ngk3610 b6s set at 0.8mm .fuel is getting to the plugs lowwer one gets wet .it just will not fire. please hurry the tides comming in!!!

100-1? i always heard 50-1.anyway do you have spark ? thats where i would check next.are you sure your not getting too much fuel and fouling the plugs ?half to 3/4 throttle to start the engine
