1971 Johnson 40HP Rebuild or repair?

Newbie here. My Dad has a '71 40HP (40EL71) that started running poorly of late. It?s obviously a bit on the old side but would be good if we could get some life back in her.

Symptom is a loss of power at full throttle after running a while, engine stumbles but does not die, reduced throttle and then motor recovers and you can then resume full throttle. Engine has never been rebuilt other than some carb work noted below.

Just had carburetor rebuilt at a shop and while it runs a little smoother still get this power loss problem.

Does this sound like a fuel starvation problem or ignition to you folks? My Dad wants to pull flywheel to look at coils and plug wires, I am suspecting fuel pump or air leak in fuel line.

Can you get parts to rebuild the powerhead? It might be a fun winter project to tear it down, bore out cylinders and put in new oversized pistons and new gaskets throughout.

Any guidance appreciated.

if the carbs have been done, i would certainly look at the pump as well. rebuild kits are cheap and easy to do. also look at the primer bulb and line and make sure they are in good shape. thats a good starting point. i cant really comment on the other stuff as i dont know much about them, but i know the worst thing to do is just throw money at it. if you have the funds, then go ahead and replace coils and wires too.
