I used fog oil through the carbs while the boat was idling high and I noticed when I sprayed this fog oil through the #1 carb there was no profuse amount of smoke coming from the exhaust. The engine did bogg down for 15 seconds. Then I tried the #2 and #3 carbs (sprayed as directed) for 15 seconds through each carb and they both smoked A LOT. I do have spark on all [3]. What is the problem?

There may be no problem at all. Excessive fuel is drained off and puddled down to the next cyl's. Sometimes on inline product you will not see much of a change until you start to load down the other cyl's.

TMD
