1972 Eska 7HP Disassembly Problems

I just bought a 1972 Eska 7HP as a project motor and need help. I started to take it apart but i can seem how to take the teeth things off for i can take the tiller handle off. Anyone know how to disassemble them? Also the Lever to put it in neutral runs through a hole in the bottom tray so i have to take it off but cant seem to figure it out. Thanks for your time,

loosen nut and pull the bolt out of tiller assy.
