1972 Mercruiser Powershift shifting problems w/ ignition cutoff switch. Pic included

Hello, helping a friend of mine with his 1972 Sea Camper house boat.
Engine is a 165Hp Mercruiser (alpha drive) I/O. Has hydraulic shifting but having a bit of trouble figuring out/getting the shifting to work. The ignition/engine momentary cutoff switch which has a roller that rides on a type of cam with 2 high sides (ignition cutoff) and a middle low (ignition ON, engine run) that we just cannot get to work.
We've gotten the roller to move up either side of the cam(forward and reverse) but doesn't go back to the middle/low part of the cam(engine On).

He wired a temporary momentary pushbutton up by the shifter knob, so if in forward or reverse gear moving lever to neutral then momentarily pushing the cuttoff, it will go into neutral.

Here's a picture that will hopefully show the setup he has.

Yeah, not sure how it bent. It has adjustments in several places. Also, to me, the upper cable seemed really close/tight against the bottom cable...

He has a mechanic that I believe is coming over to look at it.
