1972 OMC stern drive 120hp won't go into gear???

We got the Lady Lucile less than one month ago, she was garage kept for over 25 years (longer than I've been alive). She is in great condition except when we put her in the water today, she wouldn't make any headway in reverse or forward. We would love any suggestions, the shearing pin was still in place (unsheared). Also the shaft that turns the propeller seems to spin, by hand, unobstructed. We heard maybe the "linkage" may be a problem? Any other suggestions?? Thanks.

P.S. She has a electric gearshift control.. don't know if that makes a difference.
