Are you saying that the linkage is not opening the carbs all the way or the carbs are opening but the engine will not rev up under load.

So if you move the throttle lever all the forward, with the engine OFF, the throttle plates will not open all the way?

OK, the throttle plates are opening all the way. You need to check the compression and spark. Those engines will run pretty good on one cylinder in a no load condition. When put under load they will not preform. If the compression and spark are ok, try squirting some fuel mixture into the carbs while under load, if it picks up you have a fuel delivery problem, carbs dirty, fuel pump or fuel lines plugged.
