1973 850 Tell Tale

the tell tale shoots out water as it should when the ears are on the lower unit, but when in a barrel, nothing comes out. does this mean my impeller is shot? if water comes out with the ears on, then there is no obstruction in the line and the line is not broken, so it leads me to believe i need to replace the impeller. anything else i should check before dropping the lower unit? thanks.

i don't want to have the drop the lower unit if there is somethiong else i should check first.

The water in the barrel needs to be above the antiventilation plate by 2 " or so.

it is. the unit is fully submerged.
