1973 9.5 hp Johnson flooding problem

My very low hour 1973 9.5hp johnson has a rebuilt carb last year and ran great until I tried to start it up this Spring for the first tiime. I think the "float" in the carb was stuck because it flooded everything out (carb and cycliders). I emptied the cycliders with gas (bottom one was completely full of gas) and took the carb off to clean it. It looked perfetcly clean but I cleaned it anyway and also inspected the cork float. It didn't look water (or gas) logged and re-set it back in the carb...The float is new (1 year old) but is cork.

After the gas was drained and the carb put back it started right up and ran perfecty for a few days. Today I tried to start it again and the same thing happened...When I tried to prime it it never got hard (but instead shot gas right into the cycliders) and then there was so much gas it wouldn't even turn over. Again, I removed the plugs and every inch of the cycliders was full of gas.

My questions for the experts are...

1. What is the ROOT cause with the flooding problem? I know I can empty the gas again and pull the carb to adjust the float but how can I prevent this from happening again? What do I do differently?

2. The motor runs perfect when it runs. Could it be a bad cork float? Can I replace it with a material other than cork?

3. Could I have adjusted the float incorrectly? Why would run perfectly for so long and then all of a sudden cause me problems (this year)? It still ran perfectly after the first time I took the carb off this Spring.

4. Could it be something else other than the carb (fuel pump??) causing me problems?

I have the same year Evinrude. It could be your float but I am thinking it's your needle valve not shutting off the fuel when it should. Is there a tiny clip connecting the needle valve to the float arm? I've heard of 9.5's that didn't come with this clip. Either way I think I would order a new kit with a new float and needle and seat. You can dry out the cork and re-coat it with shellac but I have no idea how long it would take for it to dry if that is the problem. I would not suspect anything regarding the fuel pump. Your needle is my best guess. Best of luck. Rick.
