I have a 1973 Evinrude 25hp outboard and when i put it in forward, even with the gas all the way up, it doesn't move, but when it's in reverse it moves just fine. What would be wrong with this.

There's a plate halfway down the exhaust housing, retained by two screws. Remove it. Inside is the upper and lower shift rod held together by a brass shift connector & two 3/8" hex head bolts.

If those rods are secured properly and moves up and down with the shift handle movement...... and if the propeller isn't flawed in any manner, then I would suspect a problem in the gearcase.

Get yourself a factory manual, it will guide you through it. If you run across something you don't understand, there are people who can help you.

I would suspect that there is something in the lower part of your lower unit that is busted, or 'out of whack'. I have a 1967 33 HP Evinrude that was stuck in reverse. Turns out the gear in the bottom of the unit was busted.
Hope this helps!

By chance, did you accidentally remove the pivot pin?

agree with Joe Reeves. the bolt have to go thru the indentations on the shift rods.
