1973 merc 402 40hp. last year ran perfectly. this year wont idle at all and will only come up to about 50% rpm under load. rpm is good with no load but still wont idle. ran it out of gas to store for winter so dont think varnish is problem. sea foam in gas and deep creep in intake didnt fix. installed new plugs didnt fix either. please help
