1973 Mercuy 500 Thunderbolt Steering arm removal

Hey Folks, How do I get this off?

Seem to be able to tighten and loosen the bolt, but at a certain point it seizes up hard when loosening. is this rust or by design?

most likely the threads are galled. force past the bad spot, buy new hardware.
