1974 115HP Outboard/Johnson-Hard starts

I took out this weekend and the motor ran great and started initially.
I stopped and restarted a few time no problems. Then i stopped and
the motor would crank fine but would not start. Removed motor cover
and tilted motor until prop was out of the water. Gas ran out of the front,
then i cranked and it started up and stayed running fine. this happened on and off the rest of the day (somtimes it woul start with prop in the water at normal tilt and sometime i would have to raise the prop out of the water at almost a 90 degree tilt to get to start). What would
cause this and is this indicative of an older motor and something i need
to just get used to or is there something that could be easily remiedied?
i.e (carb rebuild).

When was the last time that your carbs were rebuilt? It sound like you may have a issue with the floats. Do you have the retainer clips attached to the floats? It should not leak wken you tilt it up. It also need a good battery and to spin at 300rpm. The choke also needs to close fully. Also you might as well verify compression and good spark on all four cylinders.

It sounds like your carb is flooding. I think new kits and a rebuild will fix it right up.

If i rebuild the carbs should i remove the intake manifold an exmaine
the leafs or leave well enough alone and just remove and rebuild the
carbs. As it runs fine whe running just the flooded carbs during
startup is the main issuse I am trying to rectify.

I would just remove the carbs and clean them properly if it runs good otherwise. I try not to fix what is not broken. Maintaince is a different issue.
