1974 chrysler 105hp runs rough on low end

i set my carbs and linkages back to stock like described in the sticky, i then made some small timing adjustments, it will run 39 mph all day with three people and fishing gear in my 16 footer, just when im idling along its kinda running rough, what can i adjust to solve this?

The air screws, turn in till it just bottoms.
Then out 1 turn.
That's the inital starting spot.
After it's warm,try turning each scrrew in till it coughs,bucks,stalls.
Then out 1/2 turn.

should i do this in neutral or under power?
