1974 Evinrude 70 hp triumph has been sitting 10 years :(

I have a classic bass boat that I garaged 10 years ago because of transom and floor problems. I hoped to restore the boat. I screwed up and negelected to run the motor once a month and did not follow proper long term storage procedures either. When last used the motor ran well. It had a fresh factory power head with very low fresh water only hours on it. We removed the cover today and tried to manually turn the flywheel by hand and it did not move. We removed the plugs and tried again and it still would not move under hand pressure. The center spark plug came out with rust on the electrode. What procedure should be followed with this engine at this point to further diagnose what the problem is. I'm ashamed as I know I should have either run the motor once a month on the hose or done a storage prep on it.

You could try taking out all of the plugs and soaking the cylinders with PB Blaster for a few days (spray often) and try and gently rock the flywheel to break them loose. Don't try to force it or you may break off the rings. If the motor had a water leak, like from a head gasket or exhaust gasket and it was put up that way, then the motor may be pretty trashed.

If the plugs have rust, I would expect the same for bearings, crankshaft, etc. You may have a big, ugly paperweight on your hands.
