1974 Merc 4 hp model 40 won't stay running

It will only start when in the "fast" throttle position. I don't have a test barrel so am using garden hose to supply water. Once it starts I must throttle back in order to prevent overspeed. Yet once I move throttle off of "fast" position, it no longer fires. When throttled back to "fast", a few seconds lag before it begins to fire again. It appears to have good spark so I'm leaning toward fuel starvation. Is there anyway of determining whether it's the carb or fuel pump? Any and all advice is welcome and appreciated. Thanks! Walt
