1975 115 Tilt shock frozen

My 1975 115HP has two tilt shock absorbers, one is frozen, the leg is up and I cannot get it down. Initially the leg wold not go up, but brute force got is moving but I have had the leg nearly horizontal for a couple of weeks whilst removing the broken head bolt!! and it will not go down. I plan to fit a power tilt so do I need two shockers? Can I cut the ram off with an angle grinder, since an old engine like this is likel to have the top mounting pins frozen which would pretty much mean a strip down. Thanks Richard

If you are going to put in a power tilt you can cut one or both of them off. If it is seized it has to go any way.
