1975 70 hp johnson water in the lower cylinder

I am having a problem with water in the lower cylinder and have eliminated any problem with the cylinders being cracked however I know my water pump is not working. The head gasket looks ok but does have some wear where the screws were over tightened. Could this cause the leak? I am a college student so I do not have enough money to put into parts without having a good idea it will fix the problem. Once the cylinders are drained out the motor will run fine with ear muffs but not when it is put in the lake. Should I buy a new motor or is this one fixable? Is there any diagrams online that can help me know what im looking for?

Is the exhaust gasket that would leak located in the box next to the cylinders? Will it be obvious which gasket is leaking?

My friend had one like that,the head gasket burned .He keeped on running it.It eventually burned a hole in the sleeve.Ruined the motor.Too expensive to fix.They are good motors.
