1975 Evinrude 115 idle problems

Looking for some help resolving my idle problems.<br /> Cannot seem to get the low speed idle working. Motor will idle only if the throttle cable screw is turned all the way out. Motor has been rebuilt, carbs have been rebuilt. Runs smooth when above idle range, and barely idles with the cable turned out. I have the manual, but a having trouble finding out how to make the necessary adjustments to get the idle speed up. Any help would be greatly appreciated!!!!!

Hey Scout....<br /><br />First look in the carb (fuel) section about syncing the throttle plates and cam. Then look in the ignition section about low and high end timing. It's their if ya' know where to look.<br />Good Luck.
