1975 Evinrude 70hp Carb issues?

I think I have a bad carb. All three carbs have been cleaned(in carb cleaner bucket), and rebuild kits added. 1 and 2 cylinders fire. 3, not so much. Replaced the #3 coil, and inline spark indicator says its not an ignition problem. If I get it idling, and spray fuel in to cylinders 1 and 2, she stumbles. When I do that to cylinder 3, she takes off. Bowl has gas in it, it just doesn't seem to be getting to the cylinder correctly. It will even foul the plug after awhile. Any ideas?

The high speed jet is in the bottom of the float bowl.-----Was it removed ?---It is about 5/8" long with 1/4-NC thread on it.------Found inbehind the drain plug.

(EDIT: Nevermind.... ^^^ racerone beat me to this, so listen to him.. LOL..)

Still pretty new, but could be clogged idle passages in #3 carb. Even after soaking. Did you pull the silver core plugs out for the cleaning and then replace them?
​For a sanity check, have you tested the compression?

​I'm sure others will have better ideas and thoughts, but maybe something to get started with...

If spraying premix into the carb improves it then you have a problem there. Make sure your float in number three is set correctly and that you are in fact getting fuel to it. Take the line off it and pump your primer bulb and make sure fuel is coming out of the hose. Have seen a clog in the T that the hoses come out of. Also, if you do not have an inline filter get one. Any little piece of crud from the tank or an old fuel line can clog the jets.
