1975 Johnson 9.9 Starter Washer

I am trying to get my 1975 9.9 back in service after it has been sitting for a while. I went through the carb and am now trying to reinstall the manual rope starter. Somehow I have lost the washer described in the OMC shop manual as the cup to screw washer. Does anyone know what size washer this is?

I suspect that unless it is the correct one that the starter will bind up.
