1975 Merc 200 20 hp Won't Start

Hello, I am looking for some direction on my merc.

It has great spark and I just rebuilt the carb. It pulls hard with the plugs in and much harder than my buddys 9.8 merc. It won't even attempt to start. What are my next test? Thanks for any help you can provide.

How long have you had it? Did it pull hard before you rebuilt the carb? When I had mine in storage, I poured oil in cylinders.

I just bought it. The guy said he winterized it. So I am not sure how hard it pulled prior to my purchase.
