1975 merc 650 poppet valve

My 75’ merc 650 is leaking water out of this small hole. I believe this is caused by a bad poppet valve but I am not sure. Does anyone have any information about this issue? Do I need to replace the poppet valve? I read somewhere that it could be a bad diaphram. Is that part of the poppet valve?

I have this issue as well. Mine has water coming out of it. Looks like I need to take a large plate off to get to it. Is that correct?
