1975 merc carb problem

this is a 20 hp merc that I cant seem to figure out. Started out cleaning the carb all looked good replaced the needle valve pumped up bulb ran pretty good but 4 times in about 10 minutes it stuttered at 3/4 to wot so when I got home I decided to check under the fly wheel as preventive maint and to look at coils did this noticed it was all painted except a couple areas lightly wiped with emery cloth and reassembled. noticed a little u shaped hose leaking gas on the side of block where a starter would be. replaced hose and then it didnt want to run, would bog as you throttled it. noticed that it seemed to be flooding and would drip gas off the back stem of butterfly.tried to set float by moving the flap re adjusted at least 12 times got it to where it would not leak as you shut off engine took it out again and it either runs great or not at all hard to start opening throttle seems to help and when it starts it acts like it is flooded. and then it slowly goes to wot,then take it to idle open it up for about 20 seconds acts like it is staving for gas and dies if you pump the bulb will make it take off for a few seconds then rpms come down, if you keep pumping it it surges. Could this new hose be sucking shut.
