Remove the carburetor face plate, then pump the fuel primer bulb while you observe the carburetor throats etc. If fuel flows out the carbs anywhere, remove, clean, and rebuild the carburetors.

If the carburetors do not flood, suspect a broken diaphragm in the fuel pump.

The lower unit take a couple quarts (roughly). Remove the large slotted drain screw at the bottom of the lower unit. Also remove the identical looking oil level screw that you'll see higher up the unit. Let the oil drain out.

Fill from the bottom until it flows out the top oil level hole. Insert the top screw to create a air pocket. Then, having the bottom screw ready, remove the oil filler, tube, whatever you're using, and insert the bottom screw as quickly as possible.

Joe I neglected to tell u I had the carbs rebuilt 3 yrs ago... I will however do as instructed. If I needed to check fuel pump do I need to buy gaskets or run risk of diafram damage during removal, inspection, installation???

Carburetors can act up at any time. The fuel pump? I replace them if they're faulty.

Joe U were right on w ur diagnosis!!! My top carb. lets fuel by when I prime the bulb. That brass jet in the bottom behind 'the butterfly'... Now could a stuck float be the culprid??? Do I really have to rebuild or is there a remidy for such an alemint???

Remove that carburetor and its float chamber. The problem may simply be a worn float needle valve, if so replace it.

(Carburetor Float Setting)
(J. Reeves)

With the carburetor body held upside down, the float being viewed from the side, adjust the float so that the free end of the float (the end opposite the hinge pin) is ever so slightly higher (just ever so slightly off level) than the other end. And when viewed from the end, make sure it is not cocked.
