1975 v4 115 powered bass boat....is this all im going to get out of it

Ok 17' deck bass boat with a 115 hp v4 all cyl are 125psi runs fine. has cmc 6" jack plate hyd. tilt unit with 13x17 stainless prop. anti cav plate sits 1" above bottom of boat..

On a good day with min. fishing cargo by myself
trim down 4000rpm trim it up to 5500 rpm 39-40mph via gps
hole shot good but doesnt seem to rise much on plane
at 30mph i looked and boat only rises 6" from water line when not moving
from full down trim i can only rise motor a few degrees be for it cav and rev's out at wot.
doesnt even porpus before it rev too mush at speed

seems like i have desent forward bite but not really locked in traction and power like other 115 bass boats i have been in

Have you tried lowering the engine a bit? Then you could use the trim to get less wetted surface.

tried to lower it but cant (cmc hyd jack plate) as a bolt that is the steering end point is in the way so I will have to modify something to get that to work as lowering might give it more bite... but is this what i should get out of 115hp? just wondering so i know to look into it or leave it alone
