1976 35 hp Johnson stator plate spins too far

Hi. I have a 1976 Johnson 35 hp engine with electric start. I recently installed new points and the engine seemed to be running fine. I took the boat out for a test drive and it seemed to be missing a little. The throttle cable snapped when I was almost at the dock after letting it off.

I took the motor cover off and noticed that the stator plate was being spun way too far by the engine. The WOT stop is intact, but it seems that there is nothing to stop the stator plate from spinning the other way (clockwise). The plate spun so far that it broke the plastic piece out of the lever that connects the throttle to the spark advance. There has to be something that stops the stator plate from moving this far. Any help would be greatly appreciated!

EDIT: I have an electric start model if that makes any difference, and it is hooked up to a steering wheel.
