1976 70 HP Johnson resurection project

My good friend and neighbor has inherited a really clean old 70 hp from his uncle. It stalls when throttling up but if choked will get past and run ok . I have read thru a lot of old posts but have a couple of questions Great compression 140-145 on all three. Good hot spark on all three-did have to replace 1 coil. Rebuilt fuel pump with omc kit. All new fuel lines to carbs. New omc fuel line and bulb. New fuel tank. New champion plugs gapped at .0040. Linked and sync by the book. Checked for smooth timing advance etc etc. Cleaned carbs once (did not remove lead shot and plugs-simply tore down and cleaned with spray new gaskets, needle set etc. Even took it to a local dealer and still not working properly for $275. He recommened bringing back and letting him remove carbs and drill out -enlarge orifices in the carbs for a couple hundred more bucks. Has anyone ever heard of this procedure? He has no intention of taking it back to the guy but I just find it curious that I have looked thru tons of old posts and not seen any mention of any factory defect requiring such an alteration. We have the carbs off again for a complete tear down, yank out the plugs and lead shot, jets etc and soak this time. What are the proper size jets for these carbs-from what I can remember the lows are 30 and the highs are 58. We did make one observation upon the 2nd tear down of the carbs and that is the pick up tube on one of the carbs is off center up top quite a bit as compared with the others.. I don't know what difference that would make but we found a suitable replacement just to be on the safe side. As of right now the carbs are still torn down and waiting on kits and I want to make sure it is jetted properly and clear up this carb defect proposal. Any and all advice would be greatly appreciated. Thanks in advance J.D.

did you remove the high speed jets. also check the reed valves for any varnishing, or distortion they are behind the carbs in the intake. your jet sizes are fine. here' s the tool for the carbs,

Thanks for the reply. Yes the jets were removed the first time and now again the 2nd time. We used "custom" tool--old screwdriver ground and reshaped . As it turns out upon double checking the lows are 30 and the highs are 54. It will be tuesday before we can get the new kits--just trying to use the fine tooth comb this time --not that removing and tearing down the carbs isn't loads of fun.

i can do one in about 30 minutes. my tool is the custom screwdriver also.

One other note. After looking back in old posts concerning similar problems with this motor I came across the mention of service bulletin #1144 but no mention as of the content of the bulletin. If anyone having access to this info would be willing to share I would appreciate it.
