1976 75 hp I-3 stalls on acceleration

First time out with this motor. (75ELR76D 1976 75 hp I-3 Stinger) It cranks and idles fine. First minute or so on the water it accelerated nicely and ran out like a champ, but after I throttled back and then up again, it started stalling. It cranks right back up, but will get sluggish and stall when increasing throttle. Doesn't get sluggish as bad in reverse, only forward. When in neutral, it will rev up well, but when putting it in drive, it only runs slowly. Any more throttle and it dies.
It was running on Shell 93 octane with a 50:1 mix.
Choke was off.
Water pump not pumping that great (I ordered a rebuild kit)
Plenty of oil in the hypoid

Where do I need to start looking? Could a bad water pump cause the engine to shut down like that? I'm new to outboards, but know how to work on motors. Could it be a bad fuel pump?

Also, the primer bulb on the fuel line does not stay hard.
