Look for any loose or dirty connections on the battery cables at both the mtr and the battery. Even tho' you say the batteries are fully charged, will they pass a load test ??

To test the starter by itself, get a set of jumper cables and connect to a fresh (charged) battery. If it spins the flywheel at normal speeds-the problem is in the starter wiring, not the starter. You could have an issue with the key switch in the control box, or the starter solenoid.
