I'm trying to access the electrical wiring behind the instrument panel, but It's not obvious to me how to take off the steering wheel. Any advice? I don't see any set screws to get a cover off. Thanks in advance.

Never did one like yours, but everyone I've seen/done the center cap has to come off first. I zoomed in on center cap and don't see a wire snap ring, but maybe. Try pushing in in the center of the cap and see if it moves down and away from the outer collar.

If this doesn't happen the the cap has to come off. Push and turn, or pry off is my best guess

That steering looks to be rack and pinon. If you only need access behind the dash, pull the bolts holding the rack to the pinon. The center part of the steering will still remain, but most of the wiring will be exposed.
