1976 evinrude 2 hp box o parts , now running cold start issues.

story is, i got two motors, evi 76 2hp, and a wards/clinton 5 hp for a good deal. the evi recoil was a box of parts, mag was apart but all seemed there.
replaced coil, points, condenser. new lower seals, gear oil. carb kit and gave her a bath and a good flush up the water tube.
ok now all together and its hard to start. when warm it starts up no problem. however on a cold start it can take a few more than the one or two pulls im used to.
check the video as i think its tuned well, however i cant seem to figure out the cold start issues.
i have 100 psi cold. more than enough spark.

Did you check the outlet from the fuel tank, & and also the cap vent, how well does the choke function from handle to flap, is the flap closing good and tight? and last mite try one step hotter plug. she sure does purrrrrrr.

removed the tank, cleaned the tank, fuel ****, removed the filter sleeve. cap is now working (leaked like crazy)
the old fuel system was shot, smelled more like varnish than fuel. yes carb was packed with gunk too.

running vintage new old stock champ j6c. so maybe hotter plug? it idles and runs amazing, just hard cold start. :(
