With the engine running on muffs where is the best place to check the health of the stator to see if it is putting out enough to charge the battery and is idle fast enough to check it? For cars at 1200 rpm's putting a volt meter across the batt terminals you should see at least 13 volts will this be the same with the outboards? Thanks in advance.

For this particular OB, put a voltmeter on the battery, while running at idle. Muffs are fine. Now lift coldstart lever and see if voltage rises. If it does, you are good to go. If not, test rectifier, as those are first to go.

That stator is about 8 amp's at WOT, 1-2 amps at idle.

Ok, I finally got to the test, and the rectifier failed tests 1,2,3, ok on test 4. That explains why it is not charging. Thanks for the help!
