1976 Omc outdrive

Ok i got the out drive to raise up but when i try to bring it down it will only go a quarter way. on the boat i just bought i am wondering if there is a lock or something? there are two swiches on the pannel of the boat and they are not labeled so i dont know what they do. the top one raisea the out drive and i think it should lower it to aleast it does a quarter of the way but the other switch just clicks and does nothing it is a 1976 formula with a 351 ford winsor and an omc out drive.

that is the weird thing I don't see anything but it will start to lower ant the gear does not move so I don't even see how it is going up and down in the first place. it is as if the gear is locked ore something

One switch is probably the tilt and the other is probably the trim. Tilt lifts the leg up and down for trailering, trim raises and lowers the entire engine/drive assy. while underway. Try supporting the leg and removing the 1/2 moon gear (tilt quadrant) by removing the 3 bolts, then see if the leg will lower. If it feels really stiff, you probably need to grease the pivot bearings. Pry off the 2 rubber bumpers and there are grease nipples under them. If that is ok, there may be something binding in the clutch housing or worm gear.
