1977 115h.p. evinrude

i have a 77' 115hp evinrude that doesn't have the water discharge outlet that gives the indication that the water pump is working.my question is, can i add the hole in the block for the hose or will this lessen the flow of water and make it over heat?<br />thanks, likearock
