1977 25hp Johnson timing

I have an electric start 1977 25hp Johnson that I need to know how to set the timing on. The manual says to set it to 34 degrees from TDC, but I can't figure it out. With the top cylinder at TDC, the key on the shaft does not line up at 34 degrees on the flywheel. The key does have to be in the slot on the flywheel, right? Also, am I suppossed to move the throttle to wide open to set timing? Note: I am doing this in my driveway without the motor running. I have just bought a new stator because the motor is only running on one cylinder. I have replaced all other ignition components and it was not fixed, so the stator was the last option.
