1977 55 hp running rich... carb questions

I've been through the carbs on this motor several times. WOT RPMs are low. This carb has fixed jets.

Recently I found the nozzle gasket was cracking apart and the three "arms" which hold onto the nozzle were breaking off/bent. For those who aren't familiar with this motor, it appears that this gasket restricts fuel from flowing through an inner passageway, forcing more fuel up through the main and idle nozzle. Can anyone verify the purpose of those arms? And where does this inner passage lead? I'm worried there may be a piece of the gasket up in there.

Also, I have never removed the core plugs when cleaning out the carbs. I remove the jets and blast carb cleaner through all the passageways, and clean them out with a piece of copper wire. Is it necessary to remove the core plugs?

I know that the motor is running rich, I had a friend following me the other day and said he could smell unburnt fuel. WOT RPMs are low, and she runs a lot smoother at close to the same RPMs if I pull back a little on the throttle from WOT.

Yes! any and all core/welch plugs need to be removed. Take caution while removing them. You will need a 1/8th to 3/16" drill. Only drill through core/welch plug/s and not into carb/s! You will have to use a pic or something to help remove plug/s. Allow to soak for 24hrs. Good luck and post back results.

I am waiting for the nozzle gaskets to arrive. I just can't imagine what is behind those core plugs that didn't get cleaned the first time, with a thorough blasting of carb cleaner. Do I really need to get the gallon of cleaner and soak for 24 hrs? The carbs are in good shape, other than the nozzle gasket "arms". Since its a fixed jet carb there is no needle to adjust.

I've also noticed that there are two different Idle Jets in the parts listing. How do I verify the proper idle jet is in the proper carb? smaller jet in the top carb?
