1977' Evinrude 115hp carb questions

First the basics,, the boat is a 77' Hydra Sports 178Vee and the motor is a 77' Evinrude 115hp.

Went out to run the motor on the ears today in hopes of getting it ready for the weekend. After running a few minutes I noticed there was a drip from under the engine cowl. I take the top off to find out my upper carb is pouring fuel out from what looks to be the float bowl. Turned it off and let it sit for a few while I looked for the leak via loose hose or something. Couldn't find anything obvious so I dried up the spilled fuel and tried to restart. Of course it was flooded and was hard to start but once it did the leak came back. Does this mean they need rebuilt or just tightened? Being this is our first bass boat it is all new to us. Just fixed the trim solenoid with the help of some guys from the forums so I thought I better ask the professionals. Hopefully this is something that I can do because our local marine shop wants an arm and leg plus first born just to look at it. Was looking for a simple step by step on the rebuild but no luck. The manual is on order but won't be here for a few weeks. Any help getting us back on the water soon would be greatly appreciated.

Are the gaskets able to be reused if I take them apart to clean the parts listed in the above 2 posts? What is the best way to clean the needles?
