1977 Evinrude 4706B Runing bad, no power, hard starting.

My Evinrude 4 hp is very hard to start, is running generally terrible and randomly stalls. I suspect that the carb is flooding, does any one know a specification for float height on these motors? So far I have rebuit the carburetor replaced the plugs tested compression, and replaced all the gasoline with fresh 50:1 mix.

Any help would be greatly appreciated.

I almost forgot, my compression is 80psi on both cylinders

I'm starting to wonder about my fuel pump as well. I don't want to just throw parts at it though, is there a good way to test the pump?

Found the fuel pump to be leaking into the crankcase. Mystery solved. Parts ordered.
