Looks like the spark plug wires are part of the coil assembly.

how sure are you of this? Are you a boat mech by trade? Just asking...not trying to ruffle any feathers.

Without knowing your exact engine...it may not be possible to give you a good answer. If you have coils similar to mine...then the following advice will be of use. I have a 1973 Evinrude 85HP...and the spark plug wires "look" like they are part of the coil, but I was able to basically unthread them from the coil, and replace with new ones. I found out the process when I ordered a new replacement coil...and the coil and spark plug wire came unassembled. On my coils, there is a "pin" which the plug wire is screwed onto. This pin is inside the cavity where the spark plug wire goes into the coil. Gently unscrew the spark plug wire and pull gently as you do so...the spark plug wire should separate from the coil.

Just to tell everyone ...i was in fact, able to buy and replace the plug wires separately without the coil. A little tough getting them into the coil but the ole vasaline helped.
