1977 Mercruiser Alfa trim/tilt goes up by not down

I have a 1977 Mercruiser 350 CID, with an Alfa I/O. I resently replaced a trim ram and the tilt/trim manifold. everything is connected as it should be. The problem is the leg will go up with no problems. but when I try to lower it, it only moves a few inches. the pump continues to run, but nothing. it will not do down. any suggestions.
