1977 mercury M700 safety switch?

I have a 77 M700 that I got with the boat. Guy said it needed a starter. So now I've got a new starter , New solinoid, and a new rectifier. Replaced the corrodied wires. and guess what? No fire. Turns over great and yes I had muffs on it with water even. LOL.Now while I was messing around with it (making sure I had everything wired right, fresh gas mix) I noticed on the front of my control box this little rubber cap covering what looks to me like the safety shut off on my old jetski. it's round with 3 female side blade receivers in it. Could this be the reason it won't fire?

I didn't think one that old would have a safety switch on it.

that is a plug in for a tach. Do you have spark?
