1978 115 comand center shifting

I can not shift into reverse, it will go foward with no problem. The cables are fine, i can manually shift it into reverse, from the engine. I have taken the bottom part of the center off and do not see any broken pieces or metal shavings. The other issue is the key will not turn over the engine, i think that maybe telling it is not in nuetral??

sounds like the teeth on the shifter control, is out of alignment, it is a common problem of older units. they are plastic.
