1978 115hp wont play

hi all i need your help,ive got a 1978 115hp motor that wont start.6 weeks ago it was in for a service and all was good,started her up every 2 weeks and things were fine till last weekend.lets backtrack a bit.althought it was due for a service i put in for work because it wasnt starting.mechanic did usual stuff for a service but said it wasnt starting due to battery terminals/he replaced terminals and all was good.now the same problem is occuring now as did before.first off the tilt trim plus auxillaries work fine so i presume the battery is charged.last time when i started it up she would almost start now the thing doesnt have the power for the fly wheel to turn.i just dropped cog on starter motor down and kicked it over and starter motor spins freely.how do i get the starter motor cog back up to the fly wheel and why wont the fly wheel spin?not enough power? thanks for your help, Steve
ok the more i read more of a tangent i go on.as i said i pushed the starter motor cog down and cant get it back up but it spins great.i think the starter was stuck up on flywheel and not able to spin enough. so is the problem that the starter wont rise and fall properly thus not having the power to get the flywheel moving?

Need to have the battery load tested; may be charged but weak, need to check for internal corrosion in battery cables; need to check all connections at starter and solenoid make them shiny bright. May need to have the starter checked at starter repair shop. Good luck

After you try all the above tests, try jumping the starter direct with a set of heavy duty automotive jumper cables. If it turns the engine normally that way, likely the starter is ok. Then check the starter solenoid, even the key switch.
