1978 evinrude 115hp won't run right

I have a 1978 evinrude outboard 115 hp. I have rebuilt the carbs, replaced all the fuel line, put a filter on it and drained and replaced all the gas with new gas/oil. I have also put new spark plugs in. I put new hose clamps on all my fittings to ensure no air leaks. All cylinders have 110 lbs. compression on a cold block and i'm getting spark on all of them.

I can't get it to start without pulling the lid off and holding it at full throttle by hand. Then when i let the idle lever down it wants to die, even after it has warmed up.

Does anyone have any ideas to help me out?! please help!
