Somewhere around 1 1/2 turns to begin. But if you are able to start it, it is close enough. It has to be readjusted after you get it running anyway.
However, that is not where your problem is. Your high speed jet orfice plug is dirty or gummed up. It is deep in the hole behind the slotted hex head drain plug in the bottom of the carburetor. You are supposed to use a special screwdriver to get it out without damage. It must be absolutely clean or it will cause the problem you describe.
The noise is not as easy. I don't know what that is. You will have to inspect it further to find out.
