I will be replacing a head gasket and water jacket gasket.Do both sets of bolts require a torque? What is the required torque? JOE

There is a specific torque setting for head bolts and probably is for the water jacket housing.I don't have my Johnson manual with me but i'm sure someone will respond.
Head bolts need to be tightened in the correct order also.

The manual says,
1973-1985 V4

Upper 10-12ft.-lb.
Lower 8-10ft.-lb.

water jacket housing- do you mean the cover for the thermostats? If so than 60-80in.-lb.

See 1978 Service Manual, part 406519 , page 2-5.

Cylinder head bolt torque: 18-20 Ft. Lbs.

and

Retorque cylinder head torque to 18-20 Ft Lbs. (24-27 N-m) after motor test.

I also received a reply that stated 10-12 ft.lb.on upper bolts and 8-10 ft. lb. on lower bolts. what do you think? Joe

Those upper and lower values given are crankcase, not cylinder head. They are not the cylinder head values for the other 1973 through 1985 motors either.

And, BTW, there is no factory manual that covers 1973-1985 OMC V4.
